Symantec VIP when calling the VIP cloud web services getting error with custom Password Reset portal

Issue/Introduction
Web API error received:
- SSPR authentication error :: [First Element must contain the local name, Envelope , but found html]
when calling this web service: https://userservices-auth.vip.symantec.com/vipuserservices/AuthenticationService_1_10
Cause
We are returning HTTP 400 error, which is caused by an invalid\expired certificate or certificate password
Resolution
Replace the VIP Certificate and ensure that the Web API script has the correct password for that certificate.
