Unable to upgrade service instances after multiple service tile upgrades (RabbitMQ, MySQL, Valkey)

Issue/Introduction

When upgrading service tiles (for example, RabbitMQ, MySQL, Valkey), the correct procedure is to upgrade the tile and run the upgrade all service instances errand together. This ensures that all of your service instances are running the matching version of the product. 

However, it's possible to accidentally upgrade the tile, and not upgrade the instances. This can cause issues in future upgrade attempts, where your service instances are now running too old a version to be upgraded to a higher version.
