DWH_INV_TEAM_PERIOD_FACTS allocation_cost wrong when allocated hours set to 0

Issue/Introduction

DWH_INV_TEAM_PERIOD_FACTS table allocation_cost is incorrect after erasing allocation in Clarity

STEPS TO REPRODUCE:

1. Create a project and financially enable it
2. Add a team member and financially enable him
3. Run the Rate Matrix extraction job
4. Add some allocation to the team member and Update Cost Totals
5. On the team tab, you can see Allocation and Allocation cost values for the team member
6. Run the Time slicing jobs and run the Load DWH job
7. Check following data on DWH schema
   • SELECT *
     FROM DWH_INV_TEAM_PERIOD_FACTS
     where INVESTMENT_KEY in (5151159)
     and resource_key = 5063406
8. Check following data on PPM schema
   • select * from dwh_inv_team_per_facts_v
     where team_key = 5154574
   • SELECT * from PRJ_BLB_SLICES 
     WHERE SLICE_REQUEST_ID in (1000028,1000014) 
     and prj_object_id = 5154574
9. You can see allocation hours and allocation cost as expected
10. Go to the project team and increase allocation figures and run Update Cost Totals
11. Run the Time slicing jobs and run the Load DWH job
12. Check tables again in both PPM and DWH schemas
     Allocated hours and cost have been updated as expected
13. Go to the project team and set allocation to 0 and run Update Cost Totals
14. You can see in Clarity that Allocation Cost is now blank
15. Run the Time slicing jobs and run the Load DWH job
16. Check tables again in both PPM and DWH schemas

Expected Results: Allocation Hours are reduced to 0 and Allocation Cost is also 0
Actual results: Allocation Hours are reduced to 0 but Allocation Cost remains
