Checkinstall not detecting unsupported DB versions

Issue/Introduction

Checkinstall for Upgrade to 16.2.3 or higher will not throw an error for Unsupported Oracle version 12.2.0.1 as expected. 

STEPS TO REPRODUCE: 

On a 16.1.3 and Oracle 12.2.0.1 environment, start the upgrade to version 16.2.3 

Expected Results: Checkinstall to determine the version is unsupported and to throw an ERROR message. 
Actual Results: Checkinstall accepts 12.2.0.1 as a supported version.
