Why did my Post-Install 0851 PRFCNVRT job fail with a -904 00D70014 error?

Issue/Introduction

Problem: 

The 0851 r18 Post-Install PRFCNVRT job failed with the error:

DSNT408I SQLCODE = -904, ERROR:  UNSUCCESSFUL EXECUTION CAUSED BY AN UNAVAILABLE RESOURCE. REASON 00D70014, TYPE OF RESOURCE 00000200, RESOURCE NAME  PTDB .PTRFR180 

Cause: 

Per QuickRef:

An attempt to extend a data set failed, because a problem was detected in media manager services.    

Check the packs available to the data set. They may merely be full or the data set may have 

reached its maximum allowable extents.                                                

Resolution:

Freeing space on the pack (in this case, 30 CYLS.) where the underlying VSAM dataset for the PTRFR180 Tablespace resided allowed the 0851 PRFCNVRT job to run successfully.
