SMG generates delay and NDR notifications using the standard format, and these are always sent back to the original sender address. There is no option within SMG to modify or change the recipient address for such notifications.
Review the header of the notification message and confirmed how it was sent. This confirms that SMG correctly addressed the notification back to the original sender.
Verify message path the notification passed before being delivered to user. This raises the possibility that one of these systems added a CC recipient or forwarded the notification to additional users.
Check all host that notification pass thru to verify:
If there are any transport or mail flow rules/policies that could add recipients (e.g., CC or forwarding).
How each host processes messages from Mailer-daemon@hostname and empty return-path
