Billing Rules Savings Option appearing in Cost History report in Y-axis

Issue/Introduction

Even when no billing rules have been created for a customer option "Billing Rules Savings" displays in the Y-Axis of the Cost History report. 

Resolution

Billing Rule Savings ($) and Cost Without Billing Rules ($) display by default in the Y-Axis of the Cost History report. These two fields always return 0.00 while in a CloudHealth tenant and are working as intended. These fields will only return values for EDP customers.
