Resolution

This is working as designed.   CICS provides two levels of transaction security. One level, the XTRAN level, protects the actual execution of a transaction or the attach of a transaction. A transaction attach is the event of a transaction actually beginning execution. The other level, the XPCT level, protects other uses of a transaction name such as via the INQUIRE and SET commands, and also via the START command.  For more information, review the ACF2/CICS Support Guide, Chapter 2, Understanding Transaction Security
