The file transfers in the environment use the SMB protocol, typically managed by the Windows Active Directory team. This protocol operates independently of the vSAN storage stack. This issue does not originate from vSAN itself but appears to be external, likely within the SMB service or its underlying infrastructure (such as network or authentication delays).
