HBZIQMGR QMGR  BPX1UNA  RETURN,RETVAL=-1,RETCODE=156(EMVSINITIAL),RSNCODE=0B0C00FB(JrSAFUserNoOMVS)

This indicates that there was a security violation for the user ID associated with the HBZMGR01 started task, stating that that user ID does not have OpenMVS access rights.
