Can't Assign Action Items to A Created Resource Attribute

Issue/Introduction

Within an Action Item, we are attempting to assign the action item to a specific "Resource Attribute" that was created. The attribute is a lookup, and references the out of the box lookup "Active and Locked Resources". It doesn't display in the list of available Resource Attributes though.

The documentation for Action Items states the following:

Recipients: 
Select resource attributes from the Resource Attribute drop-down. The Resource Attribute MVL list includes all Target Object attributes associated to a lookup using the Resource object in its lookup. 

The reason why the specific lookup isn't working is that the lookup isn't associated to any object:

In order for a resource attribute to be selectable, the lookup it uses must have an Object associated to it of either "Resource" or "User".
