The “FTPCLIENT:YES” parameter in the TCPIP stack definition display is the one that should determine the writing of the SMF record type 119 subtype 3 (FTPCLIENT) when making an FTP client request.
It can happen that , despite the TCPIP setup being apparently correct, executing a job with an FTP step that performs a GET from an external server to the z machines, the SMF record type 119 subtype 3 is not generated.
Is the Common Services front-end to SMF involved in this problem?
When CCS processing is complete, control is passed to IBM's IEEMB8G8. It has a bug in it which is resolved by IBM PTF UI76704.
There are no known problems with SMF119 subtype 3 and the CCS front end to SMF.
