Error: "Fail to install OSE UI plugin as" when installing Object Storage Extension UI plugin

Issue/Introduction

• When installing the  Object Storage Extension (OSE) UI plugin as per step 8 on Install VMware Cloud Director Object Storage Extension to a virtual machine, the installation fails with the error below:
  
  Error: Fail to install OSE UI plugin as
Access keeper: Failed to publish UI plugin to all orgs with 3 retries

• When checking the plugin on VMware Cloud Director, the OSE UI plugin has not been installed.

Environment

VMware Cloud Director Object Storage Extension 3.1
VMware Cloud Director 10.6.1

Cause

There is a dependency between the storage platform configuration and the UI plugin installation.

Resolution

Configuring the Storage platform before installing the UI plugin.
