Remote Control error on Windows 11 "host machines needs restarted before the video capture drivers be loaded"

Issue/Introduction

The Remote Control session returns both a "invalid parameter" and a "host machines needs restarted before the 
video capture drivers be loaded".  Multiple reboots haven't helped here.  Running 'dsmver" on the client shows 
the CU7 and Windows 11 Certificate patches are present. 

The TRC_URC_HOST_0.log. shows the "ERROR  | Unable to create Device Context for video capture driver. 
The driver has not loaded correctly. System Error 0".

Environment

CA Client Automation - 14.5 CU7
Windows 11 24H2 - Manager patch to EM and DMs - 99112337
Windows 11 24H2 - Agent Patch to Clients - 99112319

Resolution

Make sure to not have the policy Video capture for Windows 11 devices not set to old "Mirror Driver" enabled 
as that will not work with Windows 11. You should use DXGI.

Additionaly, set "Load Driver on start" = False (default).
