URLs are stuck on validating the vLCM settings when getting token for Broadcom downloads

Issue/Introduction

Software Binary Changes to vSphere Lifecycle Manager Not Applying.

Instructions in KB 390121 (https://knowledge.broadcom.com/external/article/390121) are followed but syncing the URLs is stuck in vLCM. 

Environment

7.x and 8.x 

Cause

From 

The command:

service-control --restart vmware-updatemgr

as indicated in "A general system error occurred: Failed to download VIB(s): Error: HTTP Error Code: 403", vLCM fails to download the ESXi patches and images from online repositories 

has to be run in the vCenter's bash shell.

If it was run in the appliance shell it will fail and the VUM service won't be restarted

Resolution

Login to the VCSA appliance and enter the bash shell

Run the:

service-control --restart vmware-updatemgr

command in the bash shell as part of the instructions in "A general system error occurred: Failed to download VIB(s): Error: HTTP Error Code: 403", vLCM fails to download the ESXi patches and images from online repositories
