Cluster provision hangs after creation due to storagepolicy

Issue/Introduction

After cluster creation cluster hangs in a "Provisioning" state. 

When running a describe on one of the machines we see an error message: 

Message:               failed to create or update VirtualMachine: failed to create volume <namespace>/<cluster-name>-kubelet: admission webhook "validate-quota.k8s.io" denied the request: Operation denied, failed to get StoragePolicyQuota CR

Environment

Tanzu Kubernetes Grid Service (TKGs) 7.x and 8.x

Cause

An incorrect storage policy is assigned.

Resolution

Double check the storage policy assigned and make sure the cluster has access to it.
