N86516 SYSCMD COMMAND REJECTED, USER HAS NO CONSOLE AUTHORITY after upgrade to v13

Issue/Introduction

After having upgraded a NetMaster 12.2 region to 13.0, all the NCL procs triggered via OPS/MVS that are issuing SYSCMD commands are no longer working, getting the following error:

where user01 is the ESM userid of the OPS/MVS task. This userid is not defined in UAMS.

Before the upgrade, the same NCL worked fine:

where user02 is one of the default userids of each NetMaster region defined in UAMS. 

Environment

NetMaster 13.0 and above

Cause

SYSCONxx Console Management Parameters removed on NetMaster 13.0, see Obsolete Features.

Resolution

On 12.2, the SYSCONUI parameter was set to user02.

Two possible solutions:

1. Create user01 in UAMS:
   1. Define user01 in UAMS with the same authorizations as user2
   2. Recycle the NetMaster region
2. Update SXCTL member so you can use user02 again:
   1. Set CONCHECK NO (bypass using the real console user)
   2. Set CONUID user02 (set a SAF defined user)
