AlarmGlobalUpdates queue keeps increasing and not dropping after SOI Manager was restarted.

The root cause of the problem was ITPAM, SOI Manager when it started was unable to connect to it during the Action Service. This is why the AlarmGlobalUpdates was backing up.
SOI Manager log shows the following messages being repeated.

Check ITPAM to make sure it is running properly. Restart SOI Manager services.
