Zowe CLI gets status 500 error, unable to issue console command from VS Code

Issue/Introduction

After install of Zowe, unable to issue console command D IPLINFO
Error Message:

Rest API failure with HTTP(S) status 500

Response From Service
reason:       POST returns error: Error 500:  java.lang.NullpointerException
return-code: 3
reason-code: 16

Also tried zowe zos-console issue command "D T" --console-name <console_name>
Error Message:

Rest API failure with HTTP(S) status 500

Response From Service
reason:      Server end program can not be found!
return-code: 3
reason-code: 8

Diagnostic Information
Received HTTP(S) error 500 = Internal Server Error.

Resolution

z/OSMF status showed consoles were not properly setup. Contact a z/OSMF administrator to setup consoles.
