What is the latest version of EEM that is compatible with CCA 12.9 and Windows 2022?

Resolution

CCA supports EEM 12.51 CR04 version. There are plans to support EEM 12.6.CR09 in near future, where it could be installed on Windows Server 2022, but there is no ETA information available for now.
