Localization file issue after uploading Captions

Issue/Introduction

When a Finnish user uploads the ppm_ux_global.properties into Clarity, a new blank line gets inserted into the file.
Every time the file is uploaded, more empty row of lines are added to the file

Steps To Reproduce:

1. Navigate to Clarity Classic - Administration - General Settings - Localization page
2. In the language field, select - 'Finnish' then click on 'Export Captions' 
3. Open the exported file and observe that the content is all okay.
4. Even without making any modification, upload the file back into Clarity
5. Repeat step 2 again by selecting Finnish language and click on 'Export Captions' button.
6. Extract the file and review the 'ppm_ux_global.properties' content

Expected: No new blank lines should be inserted into the 'ppm_ux_global.properties' file

Actual: New entries of blank row are created in the 'ppm_ux_global.properties' file every time it gets uploaded
