MUX project Financials tab error even if financial plans exist

Issue/Introduction

Financials module does not display Financial Plans if a previous project we navigated to is not financially enabled and if we have loaded its properties page where a blank financial Department and Location are present  The Financials module displays an error instead: You must associate this investment with an entity before a financial plan can be set up

STEPS TO REPRODUCE:

  1. MUX Administration > Blueprints > Create a project blueprint
  2. Add the Department and Location fields to the Project blueprint Properties module
  3. Set the Properties module as first module. Set it as default.
  4. Create a new project called "Financially Disabled" and do not give a Department or Location
  5. Create a new project called "Financially Enabled" and populate the Department and Location fields
  6. Go to the Financials tab and create a Cost Plan
  7. Back on the grid, locate the "Financially Enabled" project and navigate to the Financials tab. 
  8. The Financial Plans display
  9. Back on the grid locate the "Financially Disabled" project and open it.
  10. Back on the grid, locate the "Financially Enabled" project and navigate to the Financials tab. 

Expected Results: The Financial Plans display
Actual Results: Error received: You must associate this investment with an entity before a financial plan can be set up
