User cannot create a new instance of a Status report when having Instance rights

Issue/Introduction

The Quick Create (+) button does not appear in Status Reports when user has Instance Rights.

Steps to Reproduce:

1. Grant a user all Global Rights except Status Reports - * (ie do Not grant any global Status Report access rights)
2. Grant user Status Report Instance Rights for one Project instance:

   Project - Create - Status Report    
   Project - Delete All - Status Report
   Project - Edit All - Status Report    
   Project - View All - Status Report

3. Edit a Blueprint to include the Status Report module.
4. For Status Report module ensure that 'Enable Quick Create' options are enabled.
5. Publish the Blueprint.
6. Log in with the user from Steps 2 and 3.
7. Open a project that uses that blueprint, and navigate to Status Report modules.

Expected Results: Quick Create button is displayed in Grid View for both Status Report modules.

Actual Results: Quick Create button is briefly displayed but it disappears Status Report
