In OC CU3 and CU4 attempting to create an ACL fails with a permissions error when using Secure Hub

Issue/Introduction

After upgrading the Operator Console to 23.4.3 (CU3) or 23.4.4 (CU4) with Secure Hub in place on the primary hub;

or after applying Secure Hub to a 23.4.3 or 23.4.4 environment;

ACLs can no longer be created in Account Admin within Operator Console.  The error returned just says "Create ACL Failed."

Resolution

In Infrastructure Manager, under Security->Probe Administration, set the permission for the wasp probe to "super" instead of "admin" and the issue will be resolved.
