Some events don't trigger on dSeries failover or changerole

Issue/Introduction

In some rare cases events with "next scheduled time" may not trigger.   Cyclic Events that run every few minutes may see their times rest to next day.

Environment

ESP dSeries / Workload Automation DE : 12.3 or above

Cause

In High Availability (HA) settings, the two DE / dSeries servers have different time zone settings.  Even if the times are same, the time zone label may be different.  E.g ETZ  on one and UTC-5 on another server.

Resolution

Make sure the timezones of both HA servers is exactly the same.  Do not use different labels for same time zone.
