In a recovery plan where IP customization is configured for all virtual machines, a few VMs skip the IP customization tasks entirely.
During a test recovery, the affected VMs show only the “Power On” step completed, while the “Customize IP” step is skipped.
The test recovery completes successfully with no reported errors, despite the skipped customization.
The same behavior is observed during a planned migration.

The IP customization steps are skipped because the “Wait for VMware Tools” option is disabled for the affected virtual machines within the recovery plan. IP customization relies on VMware Tools being fully initialized. If the recovery process does not wait for VMware Tools to start, it skips the customization steps and proceeds with the next actions in the plan.
Open the Recovery Plan and navigate to the Virtual Machines section. Select the checkbox for one of the affected virtual machines and click on Configure Recovery.
Under the Startup Action tab, you will observe that the “Wait for VMware Tools” option is unchecked for these VMs.
Enable the checkbox for “Wait for VMware Tools” in the recovery settings of the affected virtual machines.
By enabling this option, the recovery plan ensures that the VMs reach a ready state with VMware Tools fully initialized before attempting IP customization. This change allows the customization steps to execute successfully during both test recoveries and planned migrations.
