The "Data as of" represents the date of the source data and "Refresh Recommendations" only refreshes the current data.

Details :
The "Data as of" date shown on the UI is not the date on which the recommendations are generated. Rather, it represents the date of the source data which was used to generate the recommendations. In this case, it is the billing data. It may remain same until we get the new bill which will result in change of recommendations. Currently we do not show the "As of date" for the recommendations(i.e. the date when recommendations are generated). The "Data as of" Date is the source data i.e. billing data which is used to generate the recommendations. This need not be the daily billing date but the one which results a change in the recommendations, so there could be a 3-4 days lag.
The "Refresh Recommendations" button on the Savings Plan Tool does not generate new recommendations, rather it refreshes the same generated recommendations based on the filters selected (like Evaluation Period, Recommendation Scope, Billing Account, Recommendation Option). Currently, Savings Plan Tool does not explicitly give the user an option to generate new or latest recommendations. Rather it checks if the user is active on the tool, the recommendations are generated fresh every day.
