What is the reason for this message and how can this be fixed?

The problem is that the MCF and Element Catalog Data Sets are out of sync.
Run the BC1JCSYN job from the supplied .CSIQJCL library with PARM='BC1PCSYNUPDATE' .
This will resync both Data Sets.
