Permission required for AWS Billing Recollection

Issue/Introduction

All non-admin users require additional permission to Recollect Historical bills. 

Resolution

All non-admin users require the Retrigger Bill Collection permission in the CloudHealth platform to trigger historical bill generation. To grant this permission, navigate to the account resource in the role under Setup > Admin > Roles and enable the new permission.
