API-1019: when adding staff with plus sign

Issue/Introduction

User tries to add a resource to a project under Project>>Staff using the plus sign ( + ).  The user receives the below error

API-1019: could not process the request due to internal error.

Using the Add Staff button works correctly.

Cause

The Per-Period Metric dates in View Options were not near the duration of the project.

Ex- 

Project Start - 1/1/2025

Project Finish - 1/31/2025

View Options Start - 1/1/2026

View Options Finish - 1/31/2026

Resolution

Update the View Options start and finish dates to include the project duration
