RC Route Code Attributes display not the same as expected from the system

Issue/Introduction
Problem:
Issuing the following commands does not result in a display of all the expected route codes. When comparing the results to RCS.PARMLIB(RCSCMNDS) they do not match.
Command: D C,*
Resolution:
The default will be ROUTCDE(ALL) but for all systems and not just local systems.
The difference that you notice is what codes are active and available on the systems when you do the display.
Display all console attributes for all consoles. D C,*
The output shows the following: ROUT=(1-10,12-128) **Note that route code 11 is missing
Since we have a 128 limit you are basically showing all the rout codes available for RCS to utilize. Apparently 11 (in this example) is not available.
This tells us ROUTCDE(ALL) is working as expected, the display is simply providing the numerical values available.
