• checked the upgrade process using the command 'get service install-upgrade,' from the affected NSX Manager and the following error messages appeared

Cause

The Proton service did not start because the affected NSX Manager is unable to reach other NSX Managers in the cluster.

Resolution

Migrate the NSX Manager from one ESXi host to another and ensure that the NSX Manager nodes in the cluster can ping each other.
