16.1 detection server unknown error: com.vontu.messaging.induction.InductorException: Invalid or expired license for channel Copy Rule

Issue/Introduction

After upgrading to 16.1 detection server services are stopped and show unknown status in Enforce.
The SymantecDLPDetector0.log shows the following:
SEVERE: UDS has failed to start: 
com.vontu.messaging.induction.InductorException: Invalid or expired license for channel Copy Rule 

Environment

Endpoint Prevent only environments. 

Cause

A product defect causes this to occur when only Endpoint Prevent licenses are present. 

Resolution

Upgrade to 16.1MP1
