DCI policies are empty

Issue/Introduction

A number of DCI policies are listed on  Policies screen of the Dynamic Capacity Intelligence (DCI) ISPF interface:

but when using the line command E (EDIT), then they are empty:

Resolution

While the Policy-Index.xml file still contains an entry for the "empty" policies, there are no xml files for them in the /config subdirectory. These files may have been accidentally deleted or there may be a problem with the filesystem.
