Unable to power on vGPU VM on ESXi due to error "insufficient resources"

Issue/Introduction

Unable to configure vGPU on an ESX host.

When the vGPU is allocated to a VM, the VM fails to power on with the error message "insufficient resources"

esxcli hardware pci list shows the device and parent device details:

...

Vendor Name: NVIDIA Corporation
...
Parent Device Address: 0000:xx:xx.x

vmkernel.log contains entries such as the following in relation to the Parent Device Address:

0000:xx:xx.x: PCI Express Downstream Switch Port ACS Memory Target Access Control not configured

 

Environment

ESXi 8.0

Cause

This happens due to a problem with some PCIe devices being incorrectly reported as non-passthrough capable.
