vSAN Stretched Cluster Witness Appliance reports Network partition in vSAN Skyline Health check. Cannot add newly deployed Witness.

Issue/Introduction
After Network Service Interruption, the vSAN Skyline Health check reports the vSAN Witness Appliance being in its own Partition:
No issue with pinging all the Nodes to and from the Witness appliance. Restarting the Witness and vCenter does not resolve the issue.
When then trying to add newly deployed Witness the following error is observed: "A specified parameter was not correct - Witness host already configured in stretched cluster"

vSAN (all Versions)
Cause
This can occur when the witness is not removed properly when wanting to replace it. Especially during upgrades. For example, instead of disabling the stretched cluster, the witness is simply removed from inventory.
