Ability to edit elasticity of Org VDC in VMware Cloud Director is greyed out despite multiple provider VDC resource pools

Issue/Introduction

When attempting to edit elasticity of Org VDCs the option to toggle is unavailable. The option will already be true or false with no ability to change; the criteria for editing elasticity will already be met as the allocation model will not be allocation pool, and there will be multiple resource pools for the correlating provider VDC.

If we try to deploy a VM to the new resource pool we will encounter a placement engine error of no suitable hosts found.
