Portal published APIs unexpected failures using Product level Rate limits if Redis unreachable

Issue/Introduction

The scenario where Redis is down OR requests timed out the portal published APIs calls are denied access with error 429

}

Requesting that API calls take precedence over counters Apply Throughput Quota if Redis in not up or responding
