Business rule to hide sections needs to be refreshed.

Issue/Introduction

There is a business rule where some sections are hidden when a targeted attribute is updated to a specific value.  Initially opening the Idea, the sections are hidden correctly.  However, when a user makes any updates the sections will become visible.

Steps to Reproduce

1. Go to Administration>>Blueprints
2. Create a new Idea blueprint
3. Add 3 or 4 sections in Properties
4. Go to Rules
5. Create a new rule
   1. Target Object = Idea
   2. Rule Type= Attribute Update
   3. Target Attribute= Cost Type
   4. Is equal to Capital
   5. UI Actions= Hide Sections
   6. Choose two sections
6. Publish blueprint and associate it with an Idea
7. Add Cost Type to column in the Idea grid and set it to Capital
8. Open the Idea
9. It will show correctly, with the two sections hidden
10. Make an update in the first section

Expected Results - The sections will stay hidden

Actual Results - All sections are shown.  If you refresh, then you will see it correctly again.
