Unable to start upgrade. All slices should be in the same state (online or offline) when installing a management pack

Issue/Introduction

1. When installing management pack the error in the UI shows 'Unable to start upgrade. All slices should be the same state (online or offline)'
2. One or more of the analytics nodes (Primary, Replica,Data) cluster status shows as 'Waiting for Analytics'
3. Analytics logs at /storage/log/vcops/log shows the error similar to :
   com.vmware.vcops.platform.common.fsdb.FsdbClientBase.executeOnResourceMembersWithTimeout - Failed to execute function 'FsdbInter face.saveObservations' on server vRealize Ops Fsdb-########-####-####-####-############ for resourceId=####: FunctionException: The requested server (s) are not running
4. No evidence of corrupted files found in the log fsdb-accessor-########-####-####-####-############.log located at /storage/log/vcops/
5. Uptime is over 90 days for the node
6. Disk space usage is not full when running df -h on root ssh session
7. NTP is in sync for all nodes when running date command on root ssh session

Environment

Aria Operations 8.x 

Resolution

1. Take the cluster offline and take snapshots as per kb 
2. Reboot the nodes in order outlined in kb 
3. Bring the cluster back online 
4. Now try installing the required management pack
