DWH does not contain German / Norwegian language entries

Issue/Introduction

• System is upgraded to 16.3.0
• German and Norwegian are selected as additional languages, along with English at Administration -> System Options -> Data Warehouse settings
• It is noticed after upgrade that tables such as dwh_inv_investment_ln that hold language related records, do not have entries for any language other than English
• The query used to verify this is as follows:
  SELECT
    DISTINCT language_code
FROM
    dwh_inv_investment_ln;
• However, these records are present on the PPM side. This is verified using the following query:
  SELECT
    DISTINCT language_code
FROM
    dwh_dw_investment_v;
• This issue is reproducible only in specific systems.
