Output Scan with multiple rules using double quotes has the rules garbled/combined

Issue/Introduction

When defining Output Scan rules, if multiple rules contain a double quote, all the rules gets combined to one rule with the search text value being garbled text and also a combination of all rules' search value.

Below is an example reproduction. The below output scan has 3 Rules with the first rule containing a double quote in the Search Text field:

Now if Rule 3 is edited and a double quote is also added to the Search Test field such as seen below:

When selecting Apply/OK to close the Output Scan, reopening the Output Scan will show that there is only 1 Rule with the search text field being a combination off all 3 previously defined rules plus some garbage characters:
