MUX - Task Finish Date Showing Time in Notifications.

Issue/Introduction

We have created notification in MUX for task and finish date showing date and time where start date is showing date only as expected. 

Steps to Reproduce: 

1. Navigate to MUX->Administration and go to Notifications.
2. Click on New Notification
3. Create a notification and include both Task Start and Finish date in the Message portion of the notification.
4. Navigate to Projects workspace and Tasks tab and trigger notification based on the condition set in the step above.
5. See notification in the Bell icon and notice Finish date is showing with the time but not the Start date.

Expected Results: it should show date only for Finish date.

Actual Results: It is showing Date and Time for Task Finish date.

Fixed in 16.3.2.

The fix also applies to other Finish Dates such as Allocation Finish or Investment Finish.
