Unable to reactivate HA when encryption is disabled and ESXI host may trigger alarm "Host Crypto Disabled Alarm"

Issue/Introduction

Unable to reactivate HA when encryption is disabled with the message: The operation is not allowed in the current state. The operation is not supported on hosts which have encryption disabled.

•  There might be Windows 11 VMs currently in the environment or have been recently removed.
  
  
•  There may be alarm on ESXI host:  "Host Crypto Disabled Alarm"  

Environment

VMware vCenter Server 8.x
VMware Vsphere ESXI 8.x

Resolution

• Remove the affected ESXi host from the cluster.
• Re-add the host to the cluster and re-enable vSphere HA.
