XPSImport of HCO updates are not picked up by the agents

Issue/Introduction

XPSExport was used to export an HCO via xCart.

Exported HCO was modified and imported using XPSImport but the agents are not picking up the changes.

AdminUI correctly shows the changes.

Environment

All SiteMinder version

Cause

XPSImport does not generate ServerCommands and AgentCommands.

Its main purpose is for migration or restoring the backups and requires Policy Server restart.

It is not for minor configuration changes.

Resolution

Use other methods to update the HCO.

For example:
1. Update changes directly in the AdminUI
2. RestAPI
3. JAVA SDK (SDK R12.9.1 and above)
