VM's Time Zone repeatedly changes to UTC

Issue/Introduction

The VM's time zone changes to UTC without being set to UTC. 

Setting to another time zone does not persist reboot and the VM will automatically switch back to UTC. 

In VM Settings > VM Options > VMware Tools, "Synchronize at startup and resume" is checked under "Synchronize Time with Host".

Resolution

To manually set the Time Zone on the VM, uncheck the "Synchronize at startup and resume" setting in VMware Tools.

Set the time through the Guest OS.
