Operations Manager 3.0.38 upgrade fails with "Installation file cannot be decrypted"

Issue/Introduction

When attempting to upgrade to Ops Manager 3.0.38, it fails with the following error when attempting to import the installation.zip file:

"Installation file cannot be decrypted"

 

Environment

Ops Manager 3.0.38

Cause

This can be caused by invalid historical database entries within the Ops Manager database, which causes the migrations to fail when upgrading.

Resolution

This issue has been fixed in 3.0.39. Please upgrade to that version to resolve.
