Cluster Reconfigure operation stalls when a cross-cluster vMotion is in progress

Issue/Introduction

Cluster Reconfigure operation stalls when a cross-cluster vMotion is in progress. The Cluster Reconfigure task will not progress while a cross-cluster vMotion is in progress then the task will be started and completed right after finishing the cross-cluster vMotion.

Environment

VMware vSphere 6.x
VMware vSphere 7.x
VMware vSphere 8.x

Cause

A cross-cluster vMotion/Storage vMotion that is happening take's a statelock against both source and destination compute resources, in this case clusters.

This behavior can be monitored with verbose logs of vpxd. In the following example, the vMotion task is done between 09:18:11 - 09:19:46 and Reconfigure task is done between 09:18:24 - 09:19:47.

This is an expected behavior.
