We have observed with an alarm that there is already ticket created and linked. After few hours we see another attempt to create a ticket with the same alarm occurs and it fails. Why there is another ticket being created with an alarm where there is already ticket created and linked?
Ticket action status can fail due to ticket update and/or ticket closure. The issue that you have observed is due to one of these action and not for ticket create. This field tracks not only ticket creation but also ticket update and/or ticket closure responses.
