Issue/Introduction

Application traffic continues to be routed towards the primary pool if marked down by min_servers_up feature.

Example:

Pool Group with pools A and B:

Pool A - (Primary) priority set to 2

- 2 Pool Members — min_servers_up 2 - pool is marked Down

-- server-A - Down

-- server-B - Up

Pool B - (Secondary) priority set to 1

- 2 Pool Members — min_servers_up 2 – pool is marked Up

-- server-A - Up

-- server-B - Up

The pool A is properly marked down by the feature min_servers_up, but traffic is still routed to Pool A and not B.
